No Spark #4 Cylinder

I replaced the points, condenser, rotor, distributor brush & spring, and new plug wires.
I adjusted the points according to the shop manual. It says to loosen timing belt, align mark on the pulley with mark on the breaker plate. Adjusted points to .020" Then adjusted the belt timing. I'm getting good spark on 1,2, & 3, not 4. What should I check next? Thanks

I want to make sure my issue isn't timing related. In my picture the arrows are pointing to the distributor bracket timing mark, the pulley mark, and the breaker plate mark. My shop manual is a little vague and I'm confused on exactly how to adjust the points and belt timing. This is how I did it. It says to loosen the timing belt and align the pulley mark with the breaker plate mark. Then adjust the points. After adjusting both points I then aligned the pulley mark with the distributor bracket mark and tightened the belt. This is where I'm not sure if I'm doing this right. Another guy PM me with the same issues and I told him I'd post this. I will also check the resistance of the wires. Should I check the wires off the distributor or connected, and test them through the distributor? What should the reading be? The connecting wire terminal on breaker point A which is for 2 & 4 is close to where the rotor makes contact with the cap.
 
I put flywheel on TDC, then aligned mark on distributor pulley with the mark on distributor housing(see pic). If you look at Figure 4-35 in my shop to get these to line up as show distributor has to be in full advance. Reinstalled the breaker plate. Look at where the point lifters are resting on the cam. Is this correct?
