No reverse

recently inherited an '85 Barron w/4.3l V6/Stringer outdrive, the boat had not seen water since '91, I've recently brought the boat back from the dead, scrubbed tank, new carb, lines and hoses, fuel pump, etc. I've had it out on the lake a couple of times now with only minor gremlins. Last outing I had no reverse and occasionally no neutral, got the boat home, cables are working I can see them pushing and pulling. put muffs on, ran it and when I put it in reverse the engine bogs and no prop turn. forward works fine and now have neutral.
