No reverse on 9.9hp Merc outboard

Any answers to what could be the problem? I have forward!

remote shifter or tiller model?
remote sometimes the cables get stretched, unhook cable,start on muffs and try by hand, tiller model,sometimes the dog clutch goes bad.
