"This is driving me CRAZY! I

"This is driving me CRAZY! I get out on open water and open her up... she won't go. It will go as fast as 1700 RPM and about 7-8 MPH with the throttle full-open. Is it the carberator? Could it be something else? Yes I am a girl but I am a bit mechanically inclined yet this issue eludes me. I have cleaned the carberator thoroughly with no change.
Any advice is greatly appreciated, thank you."

When you say 'rev up fine

When you say 'rev up fine in idle' do you mean it throttles to WOT with the drive disengaged?

"Check that the electric choke is working. Also, make sure that the carb fine filter is clean. I assume you have checked the ignition timing both at idle and at cruising speed and it is as per specs."

"Is you cable working properly. With that type of power you should be doing alot better. Check and make sure the cable is opening up the carb all the way at full throttle. Check the timing, mixture and also that you are getting full advance. Also do a compression test to check the condition of the cylinders. If OK, then do a cylinder balance test to make sure all are firing. The balance test is done by removing a spark plug lead one at a time and listening for a change in engine rpm. When you remove a lead and the rpm drops, then the cylinder is firing and is OK. No change in rpm = dead cylinder. You hve a problem with that cylinder.

Do those and then post your results. Hopefully someone will be able to help you."
