No Power

I have a 2009 Volvo DPS-A sterndrive 5.0 gxi in a 22' Four Winns. When I accelerate under load the engine revs up, but the boat doesn't speed up. It acts like a car with a bad clutch. The boat has 173 hours on it and fairly new Volvo Props. I've taken the stern drive off and have it in my basement. I've tried to reproduce the slippage, with no success. It seems to shift in and out of gear just fine. Any suggestions or ideas?

At this point, given the state of the boat/drive, take the props to a good prop shop and have them checked for spun hubs.
