No power

I have a what appears to to be by going off the model number a 1978 85hp evinrude outboard. When I start it it starts fine when I push the control arm all the way down it barely planes and the rpm's are maxing out and I'm putting around bout 10 miles an hr Maybe not even that. What causes that? If anyone knows

Also I have another question I mix my oil with my gas in this motor correct?
