No power under load

"i have a 1984 evenrude 35hp. rebuilt fuel pump rebuilt carb. starts up no problem, idle`s no problem. under load will not run over 5mp =,but if you cover carb about 3/4 it will run about 15 or 20 mp, but when you shut it down it will not idle.with carb covered. any idea`s"

Did you manually clean the brass fixed high speed jet which is located on the bottom center portion of the float chamber with a piece of single strand steel wire?

If not, do so as solvent usually doesn't clean that jet thoroughly."
