No power to the engine

I have a 1998 Mariner 150 XL 2-stroke. I disconnected the batteries to do some work on the fuel cell. When I reconnect to the batteries I got nothing at the engine. The tilt motor wouldn't work and there's no power to the engine at all. I checked the main fuse and it was not blown. I am stumped. I can't find any reason why there would not be any power to the engine. The batteries are charged. All the wires are connected yet I get nothing. I have power everywhere else on the boat except to the engine.
 
Tripped a circuit breaker that might be installed somewhere between battery and engine?
27 year old battery cables have corrosion inside the cables and moving them was the straw that broke the camels back?
Dirty connections?
Blew a fuse?

Break out the test light and/or. volt meter to see if it is the positive or negative side that is not making a connection
