"One thing (and there are at least a dozen) to check quick is the choke system, I've seen cases on not only outboards, but other small engines where the choke linkage will become loose or disconnected and cause the choke blades to "float", and can be pulled closed by engine vacuum when you open the throttle. Other things to check would be the throttle/spark advance linkages to make sure eveything is moving as it should. I'd pull the sparkplugs and make sure all cylinders are running properly, often one cylinder will go out and barely affect the idle quality, but will not be pulling it's weight. This can be caused by a bad plug, plug wire or coil, or a carb problem on that cylinder (I once had a Johnson 3cylinder where a spider moved into the air bleed of the top carb and produced exactly the problem you have). Hope this helps."

"Kenneth, I also changed the plug wire "tips" on my 85hp as one was arcing. that smoothed it out. also, i find the old fashion "tip" plugs work a little better than the marine do. pretty sure autolite makes them. i do have a set of each though, tip & marine..."
