No low speed in forward or reverse

This is a 1999 Evinrude 70hp - have to have the warm up lever up to start even if the engine has only been off for a couple of minutes. We did have a faulty thermostat that the mechanic took out and said wasn't needed. So currently no thermostat in it and this issue still exists. also, we have cleaned the carbs, replaced the fuel pump and installed a new fuel line. Engine runs great at idle but as soon as I put it in gear, either forward or reverse, it sputters and wants to stall out. Runs good at higher speeds. Ideas anyone? Is this related to there being no thermostat or is there something else I should be looking at here?
 
Not sure who would suggest running without a thermostat ???---------------Step #1 on this motor is a compression test.----That is basically a test you can do at home with a $40.00 tester.---------Report the results and then more help can be given.
 
Was wondering about the thermostat - getting conflicting advice from a couple of local mechanics. I'll check the compression. I've been told it should be between 110 and 120 - is that accurate? I should mention this is a VRO engine, not sure if that makes a difference. Also, the oil side of the VRO has been disconnected and I am mixing my own gas/oil due to being told that the VRO may give out after about 15 years. True?
 
The VRO pump itself is very good , it is the rest of the system that needs to be maintained.--Most folks today only know about turning the key and go, so mixing the oil at 50:1 is a good way to go.--------The motor must have a thermostat installed for proper operation !
