No fuel from tank

2003 Merc 50 ELPTO on 20ft pontoon. Rebuilt leaking fuel pump last week motor ran great using new 3 gal tank with fresh fuel and stabilizer. Old 24 gal tank in bad shape replaced it with a new 12 gal along with new line, fittings, and primer bulb. Same for small 3 gal tank that will be used as back up now. Now for the problem, no fuel will flow from either tank to engine no matter how many times you squeeze bulb. Checked to make sure pick up tubes were in place, heard air leaking from sprayless connector got brass barb fitting to stop that. Does any one have any ideas?
 
did you assemble these 2 new bulbs and lines or buy them already assembled?
where are the tanks setting?in the boat?..
here are the possibilities...1...you are sucking air...2.the vents are closed tight on the tanks..3.the pick up tubes are not down in the gas..4.you got fittings on the hose that dont match the tanks.
if you made up the line did you put 1/4 inch fittings into 3/8 inch line?

Thanks for the reply. I assembled bulbs and lines, everything matches, no air leaks, tanks are in boat, pick up tubes are in gas. Found the problem, primer bulb arrow must be pointed UP so check flap inside bulb will allow fuel to flow. I have owned 5 boats and this is the first time this has ever happened. I have never had to hold the bulb w/ arrow up to prime system, Marine technician at local marina clued me in. Thanks again for the help.
