No forward on my 1966 Evinrude 9.5

I picked up two used 9.5 Evinrude and I got one running well however it can't get it to shift into forward.I have had the skeg off twice and opened the upper gearcase to access the shift rod connector. I have taken the planetary gear set out and examined every piece ,clutch dog,yoke,cradle and forward and reverse gears and I found absolutely no damage and I put everything back together and still no forward.I opened it back up and replaced the planetary gears with ones from the second motor( no damage to this set either) put it all back together and still no forward gear. I have found no way to adjust the shift rod other than the shift handle placement bolt. The shift rod geometry seems fixed so I do not understand how it could not go into forward
 
Reverse works fine,splines have been checked. notches are in the connectors upper and lower spline has been looked at. I feel like it's a linkage problem but don't know how, the shift rods geometry are fixed there are no adjustment points that I am aware of. Before I put the skeg back on the last time I made sure the clutch dog was able to slide all the way into the forward gear and lock in.I don't think the problem is in the gearcase
 
Ive looked at 309747 and adjusted it a lot ,I've come to the conclusion that this adjustment is for the shift lever in relationship to the housing gear indicator marks and provides an anchor point for the upper shift linkage only
