No forward gear

2004 Johnson, 115hp 2 cycle.
I replaced the impeller and now reverse and neutral work fine but when shifting into forward the gears chatter but don't grab. I did set the height but it must still be off a bit. Should the shift rod be raised or lowered, and if so by how much? And is there any way to do it without taking the lower unit off again? Thanks for your help.
 
I see 21- 1/4"-----Make sure you understand the correct method of measuring this as well.
Thanks for the advice however the shift linkage would not go that low. I got the 21 3/4“ height from the shop manual, and the gear was to be in neutral for the measurement. What an I doing wrong? If it will not shift all the way into forward, should the shift rod be lowered or raised?

There is something WRONG !!----Need the model # of your motor.---How did it shift for you BEFORE the water pump work ?
 
I would double check ( spin propshaft 3 turns ) to make sure lower unit is in neutral.----Then see if you can get 21-1/4"-----What manual are you using and does it reference 21-3/4" for your model ??

I used the 2004 Johnson Service Manual for 2 cycle motors 90, 105, 115, 150 and 175 HP.
Great advice to double check the neutral shift position. I used the 2004 Johnson Service Manual for 2 cycle motors 90, 105, 115, 150 and 175 HP. The suggested height in neutral is 21 3/4".
