No fire to 2nd cylinder

Hi and thanks in advance for your advice. I have a 1973 65hp Johnson 3 cyl outboard, model 65ESL73R. I have tested that I have spark on 1 & 3, but no spark on 2nd cylinder. I have moved the tested coil wire from 1 to 2 on the power pack and that coil no longer fires. I moved the 2nd cylinder coil to 1 position on the power pack and it fires so it's not the coils giving me trouble. I put my volt meter on each of the 3 white/black sensor wires on the power pack and read 260+ volts while cranking for each. Does this verify that the #2 coil position on the power pack is bad?

Replaced with new power pack today...still have same results
