no fire 1996 115hp

I have a 1996 115 evinrude intruder. The motor was bogging down and I was told it was the power pack. Well I changed out the power pack and still no fire. The spark plugs are new. Not sure what else to look at. Could the coils be bad??

OK, lets start at the begining. You mention the motor is bogging down which means it will run but badly. Then you say there is no fire, we assume "no fire" means no spark. Does it have no spark to all 4 cylinders or spark to a couple?
