No expelled water from "pee hole"

I"ve finally comepleted my long shaft to short shaft conversion on my 1980 Evinrude 25 HP outboard. The new parts fit perfectly. I'm devastated by the fact that water is not being circulated through the motor now. I took the impeller and its housing off to put the new driveshaft in. The impeller looked in perfect condition so I reinstalled it. When I fired the unit up I immediately saw a "no pee" condition and immediately shut it off. Taking the lower unit back off I found it to be filled with water in the recessed areas around the impeller housing, as if I'd "missed" the water tube/impeller housing connection. We've tried it twice more while watching the connection with a flashlight and holding the water tube in place with a wire until the last possible second, only to get the same result. I sprayed water up the water tube and water came out the pee hole almost immediately, so it's not clogged. I put the unit in gear and turned the flywheel and the prop moves so the motor's turning the driveshaft. Did I install the impeller wrong? If so, why is the lower full of water? The impeller doesn't really look right to me. It doesn't have a straight spot in it's center to match the impeller notch on the driveshaft. This impeller has a half moon shaped notch. It spins freely on the shaft by itself without moving the shaft. How can this be right? If it isn't right, why did it work perfectly before? The two driveshafts are identical except for the length. I'm sure stumped by this, guys. Please help! Thanks.
 
Thanks for your reply, racer. Yes I see the shop manual mentions an impeller "key" but I don't remember it and there is no picture of it or with the new impellors listed in the catalog. What about the water in the lower unit? Does that happen naturally from being submerged in water? As I've mentioned to you before on the Honda forum I'm a real ametuer, but I learn something each time out. Could I make myself a "key" somehow. Thanks for your help.
 
See your friendly dealer and get the proper part !!------Perhaps you need to look it up for a newer model.--------These parts are clearly shown in the ----parts -----pages above the yellow line here on these pages.
 
Thanks guys, I feel pretty stupid about this, but I've only changed one other impeller on my old Honda and it just slid onto the shaft with no key part. I'm still wondering why the lower unit was full of water if the impeller wasn't being spun. There wasn't any water when I first took it apart. Is this a new problem I created, or is it related to the loose impeller? I did find all the short shaft parts and even a cowling(from far away places) for this motor and have assembled a strong running 25 HP powerplant for about $300 total investment, so I did something right! I'm learning as I go. I see that some of the impellers on Ebay have the little plastic wedge, which is what I lost I'm sure. The Sierra impeller seems to use a pin, which has a seperate part number. Thank agin.
