Nissian 50 D2 running issue

Hey, i have been working on this nissan 50 for some time now and it still has some running isuues. It came into my shop as a water impeller change, and died when shifting into gear. After changing the impeller, and diagnosing the kill in gear problem to a carb clean, the engine idles fine. I give a lake test to most of my work, and during the lake test the motor would never reach above about 3000-3500rpms. It would surge slighty higher for a 20-30 seconds randomly(to about 4000rpms) but then back cut back out. So, back to the carbs, the carbs recieved all new carb kits(sierra 18-7737) and rebuilt the fuel pump. There was no change in running. I have pulled the spark plug wires while it is struggling and all 3 cylinders seem to drop the same. i ordered a seloc manual for the engine and did all fuel and ignition tests per that manual. The CDI output was erratic on one of the cylinders, so i replaced the CDI. Still no change. The compression numbers for this engine are as follows, #1-108 #2-117 #3-121.5. Any ideas are helpful and hopefully someone with a better knowledge on Nissans can spark my brain to figure this one out.

I would have used the Factory service manual to diagnose the electronics. That aside, have you verified link and sync?
 
yes, per the seloc manual... at the time we had contacted a couple "Nissan"dealers to get a genuine manual but were having troubles with them
 
yes i went through the entire procedure in the fuel section, and the lync and sync adjustments as outlined in the seloc manual. but i did notice that the timing advance arm doesn't move very far(compared to other brands of engines) but couldn't find a spec in the seloc manual...
