Nissan 9.8 2-stroke pull start

I purchased (traded) for 14 foot flatbottom with a Nissan outboard. He dry cranked it for just a second and it started first pull with choke. I took it out yesterday and it was running okay (started first pull) until I accidentally forgot to push the choke after I restarted it in the middle of the lake. I got it to crank again for a second but it died. Left us stranded and had to toss the anchor about 10 times to get us back to the boat ramp. This morning it still wouldn’t start. I took the spark plugs out, and shocked myself on both to test them. They’re getting power but I don’t see any spark, but it was also bright outside and my vision isn’t the best. I ordered some spark plugs, but I’m not too sure I’m going to be able to work on a carb if that’s the issue. I tried everything with and without choke. It wouldn’t run on minimum throttle when it was running, I had to keep it up near half. The motor visually looks like it’s in fantastic condition, near new. Yes it was pissing very well.

He said the engine was his father’s in storage for over a decade and basically brand new and he had ran it less than 2 dozen times but it worked great. I know I may have flooded it but it still won’t start. I may have fouled the spark plugs, but what about the throttle issue? It won’t idle on low throttle. What do I do there?
 
Very easy motor to work on, get a carb kit (oem) and replace the water pump. After that long in storage it's the least you should do.
