NFS-30A Races at Idle after Shutdown

I've got a new-to-me NFS30A -- so carved 30HP four-stroke -- that has a few quirks I'm trying to sort out. Here's one. Occasionally, after running the engine for an hour or so and then shutting it down, when I restart it, it races at idle. I don't have a tach, but I'd say the RPMs are north of 2000. As you might imagine, this makes it a challenge to get it in gear and get going again without mashing things in the lower unit. Any ideas on what might be causing this?

OK. One more data point, although I am not sure what to make of it. Today, ran the boat on a plane for about 20 minutes, shut it down, restarted and after a few minutes while I was getting the anchor ready, the idle started to race again. But then (I don't remember why) I trimmed the motor down (I had trimmed it up a bit while running) and the RPMS went back down to normal. Is there a reason why having the motor trimmed al the way down -- or why the process of trimming it down -- would stop the racing?
