New to me Evinrude Model E15RCCS operation

Hi All,
Just got a nice little 13' Gregor boat with an Evinrude 15 HP motor. Been trying to find an owners manual that explains the start up process. The handle has a turnable knob and a red button. I don't know what they do. Also, where is the kill switch to turn the motor off? Do you just choke it until it dies?

Stop switch is at the end of the steering handle.----You need to install the clip that is on the lanyard.----Run motor with 50:1 gas oil mix.-----Install a new water pump impeller now !-----Change gearcase oil.

Side of motor says to use 100 to 1 ratio. Is that too lean?
Got the kill switch set up.
Cleaned up all the outside and inside. It was actually very clean already, showing little use/wear.
Last thing I did was pull the plugs and they looked clean.
But, the motor won't turn over with the pull cord. I didn't want to yank on it too hard. Tried to turn the top geared wheel by hand but it doesn't budge. Maybe the pistons are stuck after sitting unused for years? Sprayed some SeaFoam in the cylinders (2) and laid it down so the oil will be on top of the cylinders. Could this unstick them? What else can I try?
