New to I/O need help

I have a 1987 glasstream 172 cutlass. Hasn't been in the water in 2 yrs. I found a hose on the bow side of the engine PN 32-96879 full of rust and chunks. Has a spring inside of it. I'm good with the engine portion of the motor, but unfamiliar with how the water systems work. I assume this is related to the cooling and water system. Is there a way to flush these systems? Also I will be replacing impellar on lower and all that jazz. Thanks allot for any input.

guessing a 4 cylinder 120 hp .if you mean the large hose from the circulating pump to the thermostat that usually happens when they sit dry like that

So, is there any way to flush this system so that I can rid it of all the little chunks of debris??
