"I think someone is telling me a lie. The serial number on the power head matches the serial number on the lower unit; however, the boat was sold to us with the pitch "new power head" (marine survey states "reported new power head"). Don't the matching serial numbers indicate the power head was never replaced?

Is there a governing body that regulates brokers (besides the local court house)? I live in Michigan.

We just bought this boat and would really like to have some fun fishing with our family.

"Sean, I would take "new power head" to be "new", not rebuilt. If the serials are still the same, it at best will be a rebuilt (or remanufactured if Merc did the work under warranty).

Not that there is anything wrong with a rebuild/reman, however, if you chucked extra dollars because it was supposed to be new, that IS an issue.

A 225 EFI that is say 5-10 years old would normally fetch maybe 4-5K in the used market. With a "new" powerhead, that may bump it up an extra 2-3K - so only you can decide whether or not you still got a good deal (figuring that the powerhead is NOT new).....

As far as the survey, this one passed along that it was "reported" to have been changed. A separate survey on the engine would have confirmed that and given you a general state of the motor. A normal "marine survey" is for the vessel and usually does not include the state of motors...

Because of that anytime you are buying a larger horsepower motor it is best to take it to a certified shop and have them go over it first. A new 225 could set you back 20K or more so it's well worth the cost of an hours labour to see what kinda shape the motor is in before you pay for it...
