new hand control

hi fellas,just fitted a gen2 throttle control with matching cables[replaceing an old mid 85 unit],to a early v8 5 ltr mercruiser,but before i installed it to the trim board i selectrd foreward,goes into gear,and throttle opens,put into reverse,selects gear,but no throttle movement,i looked at the internal mechanism numerous times shifter hooks to lever 3,throttle lever 2,as per manual[tried all other lever combinations]
i am missing something? any ideas.

fixed ,problem was i was looking for answer in the shifter unit,problem was in shifter cable at eng end,the cable mount trunion was screwed down to end of thread when selecting rev the cable was bottoming out against end of cable not allowing to fully engage rev and actuate throttle cable
