New carb, won't start

I got a replacement carb for my Mercruiser 120. Carb is a Rochester 2 jet, found a guy with one that is virtually exactly the same. It came from an engine that was running in the fall so I have every reason to expect it should work as is .... I didn't open it to check or redo anything. Mine had been off the engine since the fall while i worked on finding one through the winter. But I got it back together the last couple days, took a bit of cranking to get it to start the first time (I figure it had to move fuel before I could expect anything). It ran like I expected for about 2-3 seconds before I shut it off as I didn't have muffs on for water. Then the second time I started it, it run really rough for 3-4 seconds before stalling out. And I can't get it to fire since then.

I thought I may have flooded it before the later attempts, but I had the plugs out and dried a couple times and still didn't get any response.

So I'm wondering if there is more that needs to be done when putting what should is an essentially identical Roch 2 jet back on. Particularly with fuel issues, but it seems fuel is getting to the cylinders. Otherwise it started fine when I last tried last fall before removing.

Any insights would be much appreciated!
