Neutral shifter

I recently purchased what I believe to be a 1955 7.5 hp Elgin. Model # on tiller handle 571 58711. After looking at pictures of other 7.5’s I realized I didn’t have an external shifter to put the engine in neutral. I dropped the foot and there was no neutral cable coming from the foot. My question is this did some 7.5’s come with no neutral position or am I missing pieces?

The 58711 is a none shift model. Just be ready to go when it starts.
