Need to remove powerhead and I need ideas

Have some broken bolts in exhaust cover,and two are below the top of lower motor cover.
Need to remove powerhead to get at them. I am real sure I will have some break off when I try to remove the powerhead to midsection bolts. I have heard that a low power impact gun may help to shake them loose. What do you think?

Use a hand held propane torch to heat (expand) the aluminum surrounding the bolts.
