Need to fix boat before getting another ticket please help starting issues!

I got a ticket today for parking my boat in front of my house (on the lawn) and I wanted to fix it asap before moving it over to the lake. I have a 3.5hp 4 stroke (1F03211HK) that will not start for the life of me. I brought it home and changed the engine oil, gear oil, spark plug and I took apart the carb and dipped it overnight thinking the jets were what was clogged. I sprayed the carb with compressed air to dry and put it on hoping it would start, but nothing. I received the motor not working so I can't tell how it ran before. I tossed the old fuel and put in new gas as well. Am I missing something? I pulled the choke, turned the gas switch on and opened the gas vent and nothing when I pull. If someone can please help me before my neighbors call the cops again... I really wanted to save money by doing the work myself and if I can't get it done tomorrow I need to bring it to the shop. :(
 
Did you toss the old fuel before the first start? You more than likely you contaminated the entire fuel system with old fuel, You might need to disassemble carb. to throughly clean it by soaking parts overnight and rebuilding it. Was inside of tank looked at? All clamps on fuel lines Physically gone over? Try a little fuel down the throat of carb or in spark plug hole to eliminate lack of spark if it starts,then you know you have a fuel restriction issue, Has a compression test been run? Step 1 normally in troubleshooting outboards! Hope this helps

Thanks for your reply Johnnygjr! I tried to start it when it had the old oil in and it never started which is when I started with the tune up. I soaked the carbs parts overnight, but not a complete rebuild. I did change the gasket for the float chamber. I tried pulling a few times after opening up the vent and the gas switch and when I got nothing I found that there was no fuel going into the carb. I pulled the hose going into the car and there was nothing there. as well as opening the drain to the carb. Fuel goes from tank to the gas switch to another piece (not sure I'm assuming its a filter), but from there that hose that goes to the carb has nothing. Is this where the problem is? Thank you for your help!

I tried to start the motor before everything with no luck and the same symptoms. I disassembled the carb already and dipped the pieces overnight as well, but I did not rebuild it (only changed the gasket for the float bowl). Inside of the tank starting from the fuel tank:

- Hose leading to the gas switch was fine and then to the filter was good (Sorry not sure if that is what its called). I took both hoses out and they were good, but from that filter (?) to the carb there was no fuel in the hose. When I took out the hose connected to the carb there was nothing nor was there anything from the drain on the carb. Is this right? Sorry for the newb questions I'm new to all this!

Can you blow threw that filter either direction after removing it? with fuel line off carb. what happens when you squeeze primer bulb? Have you tried a straw full of fuel mix directly into carb.or spark plug hole??

The filter is a pain to get to there is one bolt on there that does not want come out and is hard to get to. No primer bulb on the mercury I don't think there is. When you say feed fuel directly into the carb where should I feed it in to? The intake or the fuel line? Should there be fuel inside the hose that goes from the filter to the carb when I open up the fuel switch? There isn't any in there when I take it apart. Sorry for all the questions... thank you so much for your advise!
 
Decided to bring it over to the shop and found that it was the ignition switch. $180 for the part and $120 for the labor... 300 plus tax. Damnit!
 
Hey guys I was hoping I can get some help again... I brought it over to the shop and originally they told me it was the ignition switch. I specifically told the mechanic that if that is not the only problem its not even worth it for me to replace. So I agree and I get a phone call that its replaced, but the fuel pump needs to replaced as well since its leaking fuel. He felt bad and advised that he will only charge me for parts...

After agreeing to replace the pump a few days later I get a call telling me that the carb now needs to replaced and that it will not stay on unless he accelerates. Such a pain in the ass this motor I'm telling you. I feel like I got ripped off pretty bad... the money I put in for a motor that still does not work and I have plans to go out a a few days too. After talking back and forth he told me he would just charge me for parts which came out to about 250. I can't believe it...

So what I needed advice on was he gave me 2 options... Take the motor back with no coil and pump since he tossed them already or keep the new parts in and charge me 250 and now I need to find a new carb. Any advice at this point would be greatly appreciated. Learn from my mistakes.
 
Very rarely does a carb need to be tossed out for being non-rebuildable. A carb kit and an hour's work is all that's needed.

This guy is either too incompetent to do it or too lazy. Suggest you pressure him to rebuild the carb--he owes you for over charging the hell out of you!
