Need Helpl with a 1984 Evinrude 8Hp

I lent my 8Hp motor to a person and found out it fell into lake last year,the person put it back and sat all winter in shed (-20 temperature) I didn't know until this year that is what happened. l took it out and it started and went for a ride but now it won't start. It starts when it feels like it and other times it don't,so What do l do? Please Help me.

First thing to start with is a carb rebuild.

Check for spark with a spark gap tester. It must jump a open air gap of at least 1/4 inch on both plug wires. Stick a Phillips screwdriver in the plug boot and hold the shaft approx 1/4 inch from a good ground and have someone pull the rope. It turns alot easier if you pull both plugs.

When it won't start, remove the spark plugs and check the spark that should jump a 7/16" gap.

Joe is right I was thinking it had points with the CD ignition it must jump a 7/16 gap
