Need help with part I.D.

I found this little rubber miniature traffic cone looking thing in the splash well area of my 2003 Mako 192. I am not sure what it is or where it came from. Don’t know if it’s off my Honda 130 or from the boat. It’s about an inch in size. If anyone can identify if it that would appreciated.
Btw...The last picture is where I found it next to the scupper hole on the Starboard side.

I just replaced that part on my BF200. It is hard plastic and the bolt goes through, not rubber. Probably not that part.
