Need help with my motor

I have a 1998 115hp Johnson motor: J115FSLECS. The last time I was out, when I went to full throttle, it bogged some before taking off. Then at WOT, it would only do about 4000 rpms. When I eased back on the throttle, the rpms increased and the boat picked up speed. However, it only got up to about 5000 rpms and 20mph tops. I've also noticed that when I come in and put the charger on the cranking battery, it charges for quite a while. I had it checked and I'm only getting about 12.5 volts out of the battery when it's running instead of 14.3 volts. Are these problems related? Can anyone point me in the right direction?

Looks like a Ficht engine.
You will need to have it hooked up to the diagnostic program.
It may be that your regulator is shot and needs replacement giving the low voltage.
Any alarms or 'check engine' light on?
Low voltage may affect the fuel pressure pump in the vapor tank and even the operation of the injectors.
