Need Help With 1998 Johnson 4hp 2 Stroke

I have a 1998 Johnson 4hp 2 stroke that's giving me problems. I got it form my father's estate and don't know much about it (I once ran it for about 15 minutes with straight gas because I didn't know it was a 2 stroke...). I put in new plugs and cleaned the carburetor and made sure the fuel line was clear. It starts after pulling A LOT and then seems to run rich and I have to keep the throttle all the way up. I also noticed some fuel coming out of the exhaust. Any help would be GREATLY appreciated.
 
Gotta be carb problems or fuel pump. I think this model has the fuel pump that could leak into the crankcase through the pulse hole. It may have had ethanol fuel in it and the fuel pump diaphragm is damaged. You might want to do a compression test to see if much damage occurred from lack of oil. Did it stop running on its own, that time you didn't have oil? Or did you shut it off when you realized you had made a mistake, but the motor was still running normally? Most of these 4 hp that I have, or have worked on, produce at least 60 psi per cylinder. I have sent some out with 50 psi, but they are still running......I recommend Amsoil Saber pre mix at 64 to 1 with non oxy fuel. Saber is engineered by Amsoil for air cooled motors, but it offers extra protection for leaner ratios in older outboards.
