Need help with 1989 Evinrude 30hp

Got a decent deal on a boat with a used motor Boat is in really good shape motor needs some work..Compression good on both cylinders Lower unit seems to be fine So far no water..The problem I’m having as of right now as I’m not getting any Spark..The safety switch has been removed And there are two wires that were run To on off switch That is broken..Not sure if these two wires need to connect our Stay disconnected-to get spark...Bought the boat from families that father passed away The boat headset in the garage for about 12 years..So would like to bring it back to Life

connecting the wires kills the ignition , stops the motor.

Another question I have is What thread bolts on top or needed to remove fly wheel?...Really small boat size

?-----Really small boat size ?-----No idea what that is.------But a puller that uses 1/4-20 NC bolts at least grade 5 and a blow from a 24 ounce ballpeen takes the wheel off.
