Start with the usual tests first
1) Spark - will each plug wire lead jump a 7/16" gap using a spark plug air gap tester?
2) Compression - Is the compression even on all 4 cylinders? No more than 15% variation.
3) Fuel - are you getting good fuel flow to the engine? Do you have a clogged filter, is your primer bulb good, is the vent on your fuel tank good, are the lines in good shape? Possibly a bad fuel pump diaphragm?
So what does the engine do when you give it throttle? Does it sound like it dies, just cuts off? This is a sign of a lean condition or a fuel restriction. Or, does it blubber spit and sputter? This is a sign of flooding or poor spark.
It could be possible that your timer base is sticking and not advancing the timing when you give it throttle.
Check out all these options first before you buy parts and start throwing money at the problem.
