need help on 1984 johnson 115 hp

this is my first post here and will thank everyone in advance for any advice given- i have a 1984 johnson 115 that will not rev up properly under load. it runs great on a water hose but when you put it in the lake it will not propel the boat over 5mph and definatly wont get it to plane out. i have cleaned the carbs, rebuilt the fuel pump, changed the plugs and drained all the gas and replaced with new. boat has been sitting for about 8 to 10 years only being cranked a time or two each year on a hose. it is not misfiring but does seem to be a little rich at idle and will occasionaly backfire out of the exhaust . . . any ideas????????????? thanks again for any help

Did you take the high speed jets out of the carburetor bowls for cleaning ??---------------Do you have spark on all 4 cylinders ?------------What are the results of a compression test ??

dont know which ones are the high speed jets, but i sprayed through all of them and got spray out of the other side, do have spark on all cylinders and my compression gauge is broke i do have a leak down tester but have not run a test on it yet. . .

The high speed jets are horizontal on the bottom---------They must be taken out and must be absolutely clean!-------------Compression test should be done and jets must be clean before attempting to run the motor again.---------Reed valves were inspected when the carburetors were off ??
