Need Help 1988 Evinrude V4 90HP

I'm new hear and new to bo

I'm new hear and new to boat motors as a whole. I just purchased a pontoon boat to rebuild. I got it extremely cheap. The motor is an Evinrude V4 90HP. It was running good and winterized when it was taken out of the water 2yrs ago. (I was around then to witness this.) The owner was going to rebuild the deck but fell ill and was unable to ever work on the boat. Frame wise it is in great condition and will not be hard to rebuild. My issue is with the motor. I have been told that Evinrudes are good by nature but it's been 2yrs since this one was started. I figure that it will need the TLC of an experienced technician. I'm just wondering if anyone can tell me what it will take to get it running ot if it is probably a lost cause.

"I would change oil in lower unit,get rid of the old gas and put fresh gas in tank make sure battery is good take spark plugs out and turn engine over a few times to clear any oil that might cause hydralic lock make sure you have water running threw engine with set of ears on lower unit then replace plugs and see if it will start. My son bought a boat with 115 hp. Johnson that was in storage for three years we did this and it started right up and ran great. we replaced water pump the following summer and it is still running great"

"Hi, i'm new here i have a 1987 evinrude that has served me well for a long time, now I have a problem, it slowed and would not idle ,took it to a small dealer (son is his mech)he said starboard power pack had blown replaced it ,cleaned and adjusted the carbs,tested it in tank and it blew same power pack then he checked stator and said it was bad.
, putting over 400 volts when I questioned why it didn,t blow both packs he got upset ,in short I carried it home I have some experince with autos but not much with outboards and it seemed like he was just a parts changer the tach has been running to 1000 rpms and droping back 0 for some time . the motor is 1987 evinrude mod#e90tclur sr#1487895 any ideas. thanks Harris"
