Rich, assuming that the engine itself is OK....., check your fuel delivery.... from fuel tank pick-up screen....... to anti-siphon valve.... to fuel fliter....... to pump..... to engine feul delivery, be it TBI or Carburetor.
Either find or eliminate this as the source of the problem.
Next would be to check your Ignition timing.... and not only BASE advance, but see what the Ignition system is offering for the progressive advance up to the "full-in" advance RPM.
This means that you'll need to strobe the timing marks as RPM is increased to approx 3,200 RPM.
Jot these numbers down at 1k, 1.5K, 2k, 2.5k, 3k and lets say 3.2k RPM.
Plot this out in graph from, and compare to the OEM specs.
See your OEM specs for this, and do not deviate.
Any gasoline marine engine must have the correct spark advance (as per RPM), or we will not get any performance from it.
If it is not making the cut, it could be your problem.
