My outboard needs help

i have a 1990 evinrude vro out

i have a 1990 evinrude vro outboard and it won`t idle and doesn`t get full power or speed and hasitates alittle and doesn`t like to start. i`ve replaced the plugs and fuel filter and pump ball and lines.any idea`s what i can do to fix this problem?}
