"Troy, the 28 horse Mariner was built for Mercury by Yamaha in the 1970's - in fact the last one rolled off the line in 1979 and was replaced by the 25 horse in future years.

Not all motors have a tell-tale (pee stream) which is a nice feature to tell you that the cooling system is working but serves no other purpose.

Looking through my Mariner manual the cowl on the 28 horse does not appear to have the tube assembly that would produce the tell-tale. So unless I'm missing something, it will be normal for yours not to spit water.

In motors not equipped with a tell tale, there is usually a couple "relief holes" on the back of the motor leg, just below the bottom of the (hood), which will kinda spit or drizzle out water when it's running. Again, this may or may not be present, there's no hard/fast rules....

Having said that, since the motor is "new to you" it's still good practice to have the compression and spark tested. Then have the waterpump impeller/gaskets replaced and the lower unit gear oil. Plus it certainly wouldn't hurt to throw in a new set of sparkplugs.

A few bucks in maintenance could lead to many more good years service from the motor. The alternative is 3-4K for a new motor of similar horsepower..."
