Lower unit of 1990 4HP Johnson (Model J4RESR) won't release for impeller change. Two bolts are removed but the unit only rotates back and forth about an inch while remaining flush to the midsection. I've tried gently pulling down on lower unit while rotating flywheel, but no change. Thanks
