Motor wont run

hi i have just bought a marine

hi i have just bought a mariner (japanese) 647s21730 it fires up easy but wont keep running until i restrict the air flow into the carby with my thumb. it looks as though it should have an air filter so i made one & now it will run but seems to choke down & splutter under revs does any one know if it should have an air filter or why it wont keep running without it any advise will be appreciated thanks

What's the horsepower? The 647 part of your serial is the Yami code for an 8 horse, but don't see a listing for a Mariner model based on the 647 (Model 8A) ????"
