Motor tilt intermittent

weird won’t always work and if it starts to act like it won’t lift hittin up/down lever quickly seems to make a difference. Will low Hydralic fluid in the pump cause that? Sometimes it will groan while lifting. Seems like it works 90% of the time. The ten percent is at the ramp or in low water. When you really need it most lol.
