Motor problem- need advice 1999 200

I have a 1999 200 Mercury XL SN:OG815312. The motor will start and run, but upon returning and trying to run the engine to flush it, it did not want to start for quite some time. Same thing happened while on the water, ran great and sat anchored for about an hour and it again did not want to start. Could this be a venting problem, fuel pump, etc? Any suggestions would be greatly appreciated.

Upon further examination of the fuel tank made by Ezell Industries (Part#E203-60) I noticed that it has fill line and another smaller line right next to it. I am assuming that is the vent line, however it seems that it runs back to the black flip up gas cap. Now please let me know it I am wrong, but if the cap is closed, won't this prevent the vent from being able to perform its function?

that is a vented cap on there, anything built after 96 was to have a closed loop vent (no discharge overboard), your cap should have a vent valve in it.

Start with a spark check, spark on all? Venting problem would more likey cause it to die while running.
