Motor idle 1987 45 hp

I have a 1987 45 HP Evinrude when it idles for about 5 min. it will race up and then it dies it will start back then when it idles it does the same thing after about 5 min. it races up and dies any one know what could be wrong I had the carbs. rebuilt because it was doing this and it sill does it
