Motor ID and Request for Tips

I convinced a friend to sell me this motor after he upgraded to something newer. I never had a gas motor for my john boat and figured this was an opportunity to get one. Life got in the way and the motor has just sat for about 6 years in my shed.
Now I'm trying to identify what I own and what it will take to get her running.
I believe it is a 70's era Evinrude. If I can get the pictures to post I'll put them up here too.
1. I'd like to know how many horsepower it has?
2. What my fuel/oil ratio is?
3. What kind of fuel efficiency can I expect? Will it push a 14' aluminum john boat most of the day on 3 gallons? Do I need a 6 gallon tank? I plan to motor in to coves and kill the engine then just troll on the electric motor.
4. Any tips on getting it running? I haven't attempted to start it yet since I was unsure what the fuel ration is supposed to be.
5. I saw a recommendation to swap out the original J6C plugs for the hotter J8C plugs on older motors. Any comment on whether that is indeed a good idea?
6. Is there a place to get an owners manual?
7. Do I need to submerge the shaft to run it? If it is water cooled, what is being cooled? How much would need to be submerged?

I'm not a mechanic by any means so I'm hoping this will be incredibly simple.

I should add, I pulled the plugs. They looked good; "nice" color, not rich or lean. But that was from the last time it was run. Not sure how much that can change just sitting for all these years.
 
4 hp and a 1971 model.----Remove the flywheel and inspect the 2 coils under there.-------Water coooled and water in a test bucket must be about 1/2 way up the exhaust housing.

Do you (or any one else) have in information on fuel ratio? I've seen conflicting articles online (50:1 and 24:1) and am unsure what is a reliable source for information.
I did try to pick up a Owners Manual on ebay yesterday only to discover it was for the 4R71 or 4W71 models and not the 4106. The seller was kind enough to refund the purchase, but I'm still looking for good source data on operation and maintenance of this motor.
 
That manual would be just fine for your motor.------It was a Johnson model and that is exactly the same as an Evinrude.----Just different colour paint.
