I have a 2003 mercury 40 hp 59 ci. I have a problem where when at it full throttle it will die down and cut off, sometimes it starts right back up, sometimes it does not. After that it idles rough. I drained the carb bowls and found water in fuel. But I replaced the fuel tank, gas, fuel filter, primer bulb and spark plugs, and it still has a problem, it will start up and then cut off shortly after. I don't know what to do next. Could it be the coil packs? Fuel pump? overheating?
