moisture in dist cap

I have replaced the cap, the PCV and cleaned out numerous times and sprayed WD40. Seems to happen every spring and late fall.
Chev 350ci engines, seems to always be starborard eng. Any ideas?

Improving the ventilation of the engine compartment will be the cheapest and fastest fix.
