Missing part or not?

I have a 2000 Sea Ray Signature 210 with an inboard Mercury 5.0 and I was looking to find were the boat was leaking. I notice that looks like there is missing or not one small black pipe. Looking the picture and please try to help me. Thank you

They simply snap back together
