Missing Carb Part Or Something Else

My E28ESLESM Evinrude has issues. It runs very rich, despite what adjustment is made with the air/fuel needle. I turn it till it seats and back out, merely to removing it and it still runs poorly.
I removed the plugs and they are soaked with fuel. When I crank the engine with plugs out, it shoots out fuel. When engine is off, fuel runs from the throat of the carb.
Observations:
-Upon the disassembly of the carb, my observation was that it was clean as 2 whistles.
-I rebuilt it, and adjusted the float.
-I watched a guy on YouTube rebuild his Evinrude carb. It looked exactly like mine, but he screwed in, what he called an “intermediate orifice” first, then screwed in the air/fuel needle. Mine doesn’t have an “intermediate orifice.” The kind gentleman at Marine Engines said that my carburetor doesn’t use an intermediate orifice.
I’ve seen a few exploded views of carbs very much like mine, with and without the “intermediate orifice.” (In the picture below, it’s referred to as an “orifice, slow speed). Do I need an intermediate orifice, which could have been omitted by the last guy who worked on my engine? Did the last guy put a different carb on which requires an intermediate orifice? Help would be appreciated.

Take the carb off and drain it. Put a hose on the fuel input and blow into the hose. As you turn the carb upside down, you should hear the air stop and you should not be able to blow into it any more. If this doesn't work, you've screwed up in assembling the needle valve in the seat. If you pump the bulb in the fuel line and gas pours the front of the carbs, you've screwed up in assembling the needle valve into the seat.

Aside from attaching the needle to the float, setting the pin in the seat, then installing the pivot pin to the float, is there something else that I could have screwed up?
The spec of 1-3/8” to 1-5/8 float angle I checked and double checked.
 
Wish I got $5 for every time I read----" cleaned / rebuilt the carburetor motor still runs the same "-----Do some trouble shooting , before picking on the carburetor.----Sorry to be blunt here.
