Milky Substance on 15HP Evinrude plugs

Hey everybody, I just swapped a powerhead from a ‘78 15 evinrude onto a ‘85 15 evinrude. After doing this I have noticed a milky substance on both plugs almost like I am getting water into the cylinders. However, the engine runs fine despite this and compression numbers are ok at 125-130 on both cylinders. When I first started it I had an issue with the water pump however I noticed the issue and shut the engine off before it overheated.
 
How's the fuel quality? Maybe you have water contaminated fuel and that's the source?
It’s fresh gas I just got out the pump. Ran the same tank on another motor and didn’t have any showing up. Imma start with replacing that base gasket and go from there.
