Milky Oil

"I have a 3.0 liter 4 cylinder

"I have a 3.0 liter 4 cylinder, i was having a hard time starting it the other day so i pulled the cover off the carburator and there was a tan thick milky substance puddled up on top(milky oil). I checked my dip stick and the oil was milky. Any ideas, doesn't look good!"

milky oil appear when water is mixed with oil...
check head gasket...

Obviously don't run the engine as your oil is contaminated and it is probably way over the fill level on your dipstick which could led to blown seals. Time to start checking the gaskets. Hopefully not a cracked block or anything like that. Once fixed you"ll have to change the oil and filter a couple of times until it looks perfect again.
